CALIFORNIA
Rulemaking by the California EPA, Air Resources Board (CARB) leads the nation with respect to implementation and enforcement dates. California is home to three of the largest seaports in the nation. As a result, most trucking companies have trucks that travel to California or are affected by the state’s trucking regulations. Many states have modeled their rulemaking by what is implemented in California.

WASHINGTON
The Puget Sound Clean Air Agency (PSCAA), with program partners Port of Seattle and the Washington Department of Ecology, introduced the Seaport Truck Scrappage and Retrofits for Puget Sound (ScRAPS) program in 2009. The program was designed to remove the most polluting port trucks from the Seattle ports. Since November, 2009, over 280 older drayage trucks have been removed from area roads. CSS administered the scrapping portion of the program for the PSCAA from our Seattle Green Truck Center and continues to administer the retrofit portion of the program. By December 31, 2017, all drayage trucks visiting the Ports of Seattle and Tacoma must meet 2007 engine emission standards.
