Individual client assignments vary from one- or two-day strategy review and planning sessions to complex year long, in-depth market research studies. For assignments of any significant duration, a specific proposal is prepared for client approval which details assignment objectives, methodology, timetable and budget.
All client assignments at CSS Consulting are managed on a team basis from assignment inception to completion. Individual staff members usually participate on two or three primary team assignments simultaneously. This generates an effective cross current of ideas between each team and their respective assignments which might not otherwise surface.
Assignments from individual clients most often involve operations research on base activities followed by analyses and recommendations of options with estimates of cost/effectiveness, risks and expected outcomes. Assignments also include strategic planning, new product analysis, driver performance, equipment optimization and a variety of other tasks.
CSS Consulting utilizes our database of more than 2,000 fleet members to base our experience, conduct focus groups, complete telephone and personal interviews and gather responses to questionnaires in order to develop effective solutions for the client. In addition, our clients have required assistance with sensitive management decisions. These projects have provided insights into working relationships with regulatory bodies and financial sources, both public and private.
International Development
CSS has worked with the World Bank on developing freight efficiency programs in China and Brazil. These projects have involved local and international partners in the public and private sectors, sharing information and technologies. CSS consulting adapts this US and international experience to local conditions to design freight efficiency systems for local and national implementation.

Multi-Regional Studies
Many industrial operators lack a broad, up-to-date base of information on regulatory trends, fuel efficiency and emissions reduction programs and financial assistance offerings that span the entire United States at national, state and local levels. Developing this base usually requires greater investment than any individual client is prepared to underwrite. CSS Consulting provides the vehicle to accomplish this level of data and experience.

In recent years, we have conducted several multi-regional studies and administered grants in the heavy-duty truck segment to provide fleets with the latest technology upgrades to increase their efficiency and achieve public purpose goals being set out for the freight movement of the economy.
These studies involved more than 10,000 vehicle and equipment operators, thousands of pieces of equipment and several hundred distribution businesses. Mail, telephone and personal interviews generated the necessary research input. Information from these studies has provided participating clients with a very broad yet accurate base of actionable market, product and distribution information at a fraction of the cost of approaching it on an individual client basis. |
About Us
| CSS Consulting is a specialized management consulting division of Cascade Sierra Solutions. The division's focus since 2009 has been, and continues to be, commercial on-highway vehicles implementing emission reductions and fuel savings strategies such as idle reduction, aerodynamics, weight savings, driver training and replacement, heavily associated with the SmartWay technical regime. The scope of the practice includes analysis of both original equipment and aftermarket technologies, strategic options, utilization policies, product purchase and installation planning, quality management, financial optimization in a range of related areas. |

Cascade Sierra Solutions has 52 full-time employees, including three executives specifically employed on consulting assignments, and maintains relationships in China and Brazil as a vendor affiliate of the World Bank. The three executives have more than 50 years of combined experience in the markets we serve.
The client base includes large and small fleets, owner-operators, major original equipment manufacturers and component suppliers in these markets, a host of regional, state and national government agencies, and various industry organizations serving these clients. Because our focus is narrow, more than 90% of assignments are repeat business.
