Congressional transportation leaders want hours-of-service rule delayed |

Congressional transportation leaders have sent a letter to FMCSA requesting it postpone implementing the hours-of-service rule until after the ongoing lawsuit between ATA and the FMCSA has been resolved. It is not known when the court will issue a ruling, but the rule is currently scheduled for implementation July 1.

| S.C. Port Authority Reduces Truck Emissions at Facilities |

The South Carolina Port Authority said Monday it has reduced truck emissions at its facilities by more than 50% through a combination of idle-reduction efforts, fleet upgrades and fuel content changes.
The port authority said particulate matter from trucks has been reduced 58% and sulfur dioxide emissions have been reduced by 98% since a baseline study in 2005.
In 2011, the Port of Charleston launched a truck replacement program that exchanged more than 60 pre-1994 drayage trucks with 2004 or newer models, SCPA said.

| State Clean Diesel Grant Opportunities |
MISSOURI:
The Mid-American Regional Council (MARC) Air Quality Program administers grants on behalf of the Missouri Department of Natural Resources that fund Clean Diesel projects in the Greater Kansas City area. A Request for Proposals is now open, with a deadline of 5 pm CST, December 16, 2011. To be eligible applicants must have trucks based in the Missouri counties of Platte, Clay, Ray, Jackson, Cass, Clinton and Buchanan. OHIO:
Ohio EPA announced a new grant program expected to award up to $10 million in Federal Highway Congestion Mitigation and Air Quality (CMAQ) funding for clean diesel projects in 2012 and another $10 million in 2013. Complete requirements will be detailed in a formal Request for Proposals expected to be released in early November. Applications will be accepted from both public sector and private sector diesel fleets operating in 35 Ohio counties, and certain townships in three additional counties, that are currently not meeting federal clean air standards for small particulates (fine soot particles) and ozone.
